It may be worth noting that I'm also using the 'HDT Equipment' mod and for some reason it has no such issues. But anywhere lower or higher, like at 30 fps, or 60, the physics act normally - it's ONLY in that 40-50 fps range they spaz, which I've tested thoroughly by capping fps at various numbers. It works fine and dandy mostly, but whenever my fps is anywhere between 40-50 the capes start spazzing out like crazy.

Now I'm having issues with my cape mods and HDT physics (the cape mods in question are 'Illustrious HDT Cloaks of Skyrim' and 'Capes with HDT physics' ) using the latest version of SKSE (1.7.3) and HDT (14.28 ), and of course v1.9 of a legit copy of Skyrim.
